Ranní restart
V návaznosti na povodně připravuje Ministerstvo financí novelu rozpočtu s vyšším schodkem pro letošní a příští rok. Plánováno je navýšení letošního deficitu o 30 mld na celkových 282 mld. Ve schodku na příští rok má jít o dodatečných 10 mld na financování odstraňování následků škod.

Schváleno by mělo být příští týden. My konzistentně s tím aktualizujeme naší prognózu s výdajovým impulzem do HDP pro letošní i příští rok. Celkový dopad do HDP bude ale relativně malý, což má několik důvodů. Zaprvé, ne všechny výdaje zvýší domácí produkci (část bude z dovozu). Zadruhé je potřeba počítat s omezením výroby části průmyslu nejen během povodní, ale i po nich (některé továrny byly zaplavené). Proto má smysl počítat spíše jen s velmi mírným celkovým dopadem ve výši nízkých desetin procentního bodu do HDP. To pak zatřetí souvisí i s tím, že celkové škody nakonec nejsou z makroekonomického pohledu tak výrazné z důvodu včasného varování a příprav (viz Davidům pondělní Restart).

Podle webu Seznamzprávy se má stát novým členem bankovní rady současný hlavní ekonom České bankovní asociace Jakub Seidler. Nahradit má Tomáše Holuba, který se rozhodl neusilovat o druhý mandát. Na jednu stranu je to škoda, protože Tomáš Holub je jedním z nejlepších odborníků na měnovou politiku v Česku. Volbu Jakuba (pokud se tato informace potvrdí) vnímám ale jako velmi dobrou. Jeho případnému působení v ČNB (tedy opět, pokud se potvrdí) pomůže jistě i fakt, že dříve pracoval v ČNB na různých pozicích a centrální banku tak velmi dobře zná.
